CPU usage is higher than GPU

i5-4460
h97-pro gamer
8gb ram
asus vx239h
gtx 1060 3gb

would like to ask if it is a bottle neck ..
sometimes gpu is higher but sometimes cpu have a higher usage..
i get 100% usage from CPU and a average of 85-95% GPU usage.
the game is smooth and works well but there's a rarely lag/freeze frame occurs for minimum of 3-5seconds i think..
I'm playing Assassins Creed Syndicate btw ..

The CPU still has to do all the tasks the user makes for it in the background(back in desktop). Just because you launch and start playing a game doesn't mean the CPU stops working on all the other tasks in the process tray.

It is NOT a bottleneck, although you have identified one of the symptoms of one.

This is not a bottleneck because the game you listed is known to be not well-optimized, leading to high CPU usage. In fact, the 4460 is always at around 100% when playing AAA titles.

Yes technically, however the above poster is right in that AC syndicate and most of the AC games are horribly unoptmized careless pc ports. How does it perfom? if you find it smooth and playable there is no need to worry about your cpu usage being higher than your gpu usage.

It perform well and it is smooth however there is sometimes lag/freeze for almost 10seconds in game ..

only issue is that i experience freeze frame for 5seconds-10seconds but the game is smooth ..
