Overclocking for CPU bottleneck

Good Evening

I`ve been hardly getting 40 fps in a gaming rig recently build.
And in the ads i`ve seen people getting 100+ fps.

Intel i5 6600k
Asus Z170 Pro Gaming
Hyperx 8 GB ram DDR4
Cooler master 212 evo
Nvidia gtx 1070
Corsair 650 PSU
WD Black Sata 7200
Adata 128 GB SSD

I have a BOTTLENECK where my CPU USAGE goes to 100% and my GPU does hardly do anything 50/60%.
Tried a stresstest for 4 hours and +-24 hours.
I tried using the BOTTLENECK CALCULATOR and they said that my CPU is too weak for this graphic card, their recommendation is a I7 3930K.
Is it my computer or the game that I played WATCH DOGS 2 causing the problem?

My question is If I overclock my CPU will the bottleneck disappear, and will my fps and performance be higher?

I don't think 6600k will bottleneck 1070. That bottleneck calculator is BS and just wants you to do something on your rig.
check your process to see is there any other application that is using the CPU while your are gaming.
If you are not OCing, just do that even there is no bottleneck. You have a k-version CPU, why not?

I tried changing my resolution, quality and other specs the fps remain equal.
In the menu I make around 200 pfs in the loading screen hardly 2-30 fps and in the game 40-50 fps in ultra and 50 in medium

I was playing and saw that the CPU USAGE goes to 100% I used a program called RAZER CORTEX to boost the game and close background services. Nothing happened...
I will OC my CPU thank you for your recommendation!

The problem isn't your hardware. It's the game. Give your poor computer a break, it's trying to sift through and make some meaning of all the garbage, I mean WD2, that's being thrown at it.

If the game were much better optimized, you'd easily be running it at 100fps. But it's not.

As long as you don't do anything cringe-worthy, there's no reason not to OC your CPU, regardless of bottleneck. It's a k sku CPU on a smexy ass motherboard and a damn good CPU cooler.

I can't give you a clear answer regardless, and I feel that you're slightly misguided when asking that question.

Nowadays, one does not simply OC for performance gains. It's generally does either because "I can" or "I feel like it". Will you see performance gains from overclocking? Absolutely, as long as it's stable. Is it a big gain? Nope. The era of big gains from big overclocks is over. It's not like my old 965BE, doubling performance figures just by overclocking to 4.2ghz. It just doesn't work like that anymore.

When it comes to overclocking, it's generally a horrible idea to set yourself a defined goal in terms of clock speeds. It's far better to set limits based on temperatures or CPU Vcore, like saying "I don't want my CPU to get hotter than 70C under load" or "I don't want to go over 1.3V Vcore". Setting a goal like 4.6ghz can lead to frustration. I've been there. Don't make the same mistakes I did. Take your time, and test carefully for stability. It's not as simple as whacking in "46" into the multiplier and watching memes fly all over your screen. It can be, but it's generally not safe to do so. Look up guides on safe overclocking procedure. This process won't be done in an hour or two. Maybe not even a few days. The longest I spent trying to achieve a stable overclock was 2 months.

And yeah, don't go lighting motherboard fires like I did.

Should you OC your CPU? Yes. As far as you want.
Should you OC your CPU to 4.6? No.

Thank you for the long answer.
I reached my CPU to 4.5.

My computer is stable I did a stress test with PRIME95 and I had no Blue screen or Schut down.
But I saw that the temperature was reaching 90+ C.

My CPU OC is set to 4.5 and Vcore to 1.312V.

The performance did not change at all, it`s really small and I hardly can see it.
I don`t really like that my temperature goed to the 90C+.
Schould I CHANGE the Vcore and set it lower than 1.3 V and should I lower the clock speed to 4.4 or 4.3?

About the temperature is my preefrence to keep it lower than 90C.
