Is my GPU having issues or is some other component my bottleneck?

I recently purchased a PNY GeForce GTX 1070 8GB XLR8 and have been having issues since install (upgrading from a 770).

I was having microstutters but those seem to be fixed now for the most part after updating my audio drivers, updating my gfx drivers to the hotfix version for NCP latency, and uninstalling extra geforce software (physx, geforce experience, etc).

Now I simply am confused as to why my frame rates are so low after looking at benchmarks for my card.

On this benchmark from techspot they report running 203-216 frames per second on ultra with a 1070, which would be awesome. But on my PC, I go anywhere from 80-120 when playing (basically half).

I need to know if this is due to my graphics card or some other component on my computer bottlenecking my performance (mainly my CPU).

My specs are:
Intel Core i5 4670k @ 3.40GHz
Gigabyte Z87X-OC Force Motherboard
32GB of DDR3 ram @ 2400MHz (4 sticks of 8gb)
GeForce GTX 1070 8GB XLR8
SanDisk Ultra II 2.5" 960GB SATA III Internal Solid State Drive (SSD)

Please help me figure out how to fix this "issue" if it even exists, the 1070 feels very underwhelming right now.

I have already done a clean install (not even an hour ago) using DDU and the hotfixed drivers for DCP latency for my graphics card drivers, and nothing has changed (still maintaining 100 +- 20 frames).

I have nothing in the background except for Discord and my CPU usage floats from 75-96%~ while running around shooting in training mode.

Still have no clue as to why my frames are so low. Should I attempt overclocking my processor?

96% is a lot, OC will give you better frames without a doubt. If you want to give it a quick test (aka quick and dirty), 4.0 GHz is a easy to get on those CPUs, just set the vcore to 1.24-1.25 and the mutiplier to 40.

I overclocked my cpu to 4.4Ghz and it has definitely increased the frames by about 10-20. So I suppose that is a good thing, although I still feel like I should be getting more. I will continue to overclock later to see how far I can get. Thank you for the advice.
