PC refusing to accept graphics card

So for a while I've been thinking about upgrading my machine and I am doing so. From an Intel Pentium G 630 to an I5-3470 and and from a GTX650 TI to a GTX 960. This is where my problem starts, I5 works perfectly fine but the GTX 960 refuses to work (it works on other computers, tested on another machine). I've prowled the internet and found nothing that works from the power supply to changing BIOS settings.

Sometimes when I power on the PC the 960's fan spins at full speed, also nothing changes with the card connected or disconnected to the PSU, only the fan seems to work.
When using on board graphics Device manger doesn't list and Geforce Experience can't find it either.

Specs below

I tried my friends GTX 970 and that booted first time but then refused to boot after that, could it be a motherboard issue? Shall I return the card? I'm very puzzled.

When attempting to up date the bios, the bios can't find the updated file. It's on my usb and I can save the old bios to it.
The old bios is e7788ido but the file to update is E7788IMS. The .exe won't work either, just give me the same message "this app can't run on you PC"
