I understand the fans aren't supposed to be on until higher temps but a lot of the time I'll be gaming and see in my hardware monitor that my GPU is around 80 to 90 degrees. I then check to see one if not both of the fans are completely still. If this happens they kind of twitch like they want to start up again and when I touch or push the fan a little it turns on and starts to move. Restarting and updating the drivers haven't helped. The only solutions I have found are opening the case and spinning the fans to get them going or unplugging the PCI-E cable and then plugging it back in. Also I have a 430 watt power supply that is supposedly pretty good, but idk if its's a power issue or not.
