Tried resetting CMOS and won't boot into windows from Storage or Disk

Hi guys I've looked everywhere for somebody with my problem and can't find anything so I've come here

Please I'm pretty worried

Here are my specs
Motherboard: Gigabyte Phoenix SLI Bios Ver.F2
Processor: Intel 6950x 3.0ghz-Max turbo 3.5ghz
CPU watercooler: Corsair H115
Ram: G.Skrill Tridentz 8gb 3400mhz
Video Card: Titan X Pascal
Storage: Mushkin Enhanced Reactor 2.5" 1TB SATA III
PSU: Corsair TX750M(3.5 years old)

I overclocked my CPU using Gigabyte Easytuner to 4.3ghz

Now every time I start my computer I get the same thing. I can get to the screen that says Gigabyte, where I have entered the Bios and tried to boot from disk. When I try to boot from my windows 7 disk, it first brings me the bios screen where I have the option of my DVD, SSD or Bios setup. If I choose either DVD or SSD the computer will instantly shut off and reboot, ending with the Gigabyte screen or shutting down and rebooting if I do nothing. All fans running + LED.

Also, I made the mistake of forgetting to update my Bios(altho maybe windows does it via the internet anyway) although I did install everything with the disk my MB came with. The easytuner that I installed however is the latest version as I downloaded it from the manufacturer website.

I had not enabled the XMP profile for my ram. I was planning on doing that next.

Here's what I've tried so far:
I've tried multiple different SATA ports for my DVD/SSD
Tried an old HDD that was in my old computer from last week.
Tried a different video card
Tried a different stick of ram
Tried different boot disk
No changes

I tried using ram slot 2 and 3 but the computer would only start for a single second.(I experienced this same thing when starting my computer with no ram installed when building my computer)
I have yet to try the 4 other ram slots on the other side of my CPU because my watercooler fan doesn't allow the room.

When I went into the Bios I saw my CPU running at 4000mhz-4029 with good temps and low voltages on a sort of general noob friendly overview page called Easy mode. The processor stock speed is 3.00ghz and the CPU frequency page lists it at 34 and 40 on turbo for the 1st and 2nd cores. Please note that the stock is 3.0ghz and turbo 3.5. I have read that Easytuner will actually mess with bios defaults.
I never changed the ram at all, and it defaults at 2133 on my motherboard.

So I used a screwdriver and touched the jumper cables. When I next entered my Bios it said that the Bios was reset and to my understanding nothing was changed within the CPU frequency page, still says 34 as default and 40 as turbo boost on the 1st and 2nd processor. However on the general overview page (Easy Mode) that I mentioned before, the CPU says 6950x @ 3.00ghz, under that Speed: 3394.20-3396.70. CPU 22.0C at 1.088V, with 26.0C(case open) CPU fan 2100 RPM

So here's my story for any that want to read it...
I recently built myself a new computer(27th I think) and everything was working fine. I was running windows 7, temps were awesome, voltages I don't know. I had recently setup vorpx with my oculus rift and was in the process of modding skyrim. I was always planning on overclocking my CPU and Video card. The cpu I bought was from Siliconlottery and was said to run at 4.4ghz with 1.355v tested with 2400mhz 15-15-15-35 ram and a H105 AIO water cooler. I decided to do a lazy OC using Gigabyte Easytuner and started with a 4.2 ghz soft option, it worked fine, I ran the prime95 torture tests for a min each and the temps only got as high as 70 degrees(I'm only using one fan on my radiator at the moment). I found it a little strange that HWmonitor only showed 3.9ghz or 4.0ghz tops, while cpu-z would flip between 1000(and something) and 4199. Then I decided to try an option that automatically OC's your processor within easy tuner. It got to 4.3ghz then asked for a system restart. I ran Prime95 and temps were fine, volts were under 1.3.. maybe 1.28 but I'm not sure and the HW monitor now read 4100-4200 while cpu-z did the same as before except 4299 now; easytuner showed the mhz scaling up and down. Then I stood up and plugged my oculus rift into the usb port followed by the HDMI port on my video card, and before I could sit back down in my seat, my computer was frozen.



Please I would really appreciate some feedback as to my best course of action. If its the processor I have only 5 days left to send it back to my retailer.

well not knowing this motherboard but if you go in the bios and go to system there should be a "Reset system defaults" or something along them lines sounds like the first thing I would try to remove your overclocking settings that clearly did not work.

For my motherboard its called [Load Optimized Defaults], I did this before and after shorting the CMOS values(which claimed to be successful upon reboot.) Like I said, I've read elsewhere that Gigabyte's Easytuner will bake its own defaults O_O
Although I don't think this is the problem anyway, since 3400mhz should be perfectly safe
