My High end pc can't handle arma 3? FPS drops in singleplayer!

Playing the first singleplayer missions was quite a bad experience. I optimized it with NVIDIA Experience, and it was all maxed out to 1920x2100. It played at around 50-80 FPS BUT, it had fps spikes every second! Like it was 50fps, then dropped down to 8fps and went back up again to 50fps right after. Like i said this happens every second or so.

GTX 1070
16gb ddr4 ram
2TB 7200rpm HDD

My computer is very new, but it was i that installed every software on it (not the hardwere) so it night be something that i have forgotten? But Songe it is a quite new computer, the HDD is quite empty. When i occasionally check my task manager, it sometimes says 100%.. but when i scroll down, nothing is above 0.1mb or whatever it is

Download and run something like MSI Afterburner; you might already have an alternative installed. This type of software allows you to see (log) in real time what your CPU, GPU and memory are doing.
With this software running, check out how much overhead you have with the CPU, GPU and memory - both when a game is running (load), and, when no game is running (idle).
What do you see?

Additionally, check out windows task manager & resource manager to see what is using up resources.

Im not currently at my computer, but i believe it was the third number it task manager that was high (sorry for bad info). This number is high at almost all times. i am home in half an hour and can check it then.

alright, i have installed both programs and valley benchmark, what numbers should i be looking for on msi afterburner?

You need to examine the real time CPU, GPU and memory log traces in MSI Afterburner and let us know if any get close to 100% usage.
- do this for both idle (no gaming) and load (gaming).

For example, if you see the CPU stabilise at 100% + high CPU temp (via CPU-Z) you might need to adjust (i.e. lower) any overclock settings - if applied, or, look at applying a CPU overclock (be careful with voltage settings, see Google for your processor tutorials)

I tried a round of single player Rainbow six siege, and my GPU usage was at 100% at all times, my CPU usage was high, but only 100% once.
My ram usage was around 4000mb

it's windwos 10 bugged, evertime I tried to play certain game my disk usage spike all the time same as you
for arma 3 fps drop or disk spike 100% only happen on multiplayer, and it's server side problem or from the game nothing wrong with you computer, but if you get fps drop all the time when play single player it's your windows 10 bugged
