With the latest and drivers the rx480 is doing a lot better than it did a few months back.

It comes down to preference. The 480s are a bit hotter, louder and use more power but are a bit faster in Dx12, in Vulcan it's more than just 2-4frames usually

I think it comes down to pricing in the end.

GTX1060 :) it tends to outperform the RX480 in SOME games, unless you're planning on playing loads of games with DX12. Only one source to suggest this, but the GTX1060 might have a higher min FPS than the 480: http://www.gamersnexus.net/guides/2649-gtx-1060-3gb-vs-rx-480-4gb-benchmark

GTX1060 should run cooler, due to lower power consumption as well.
Although you're CPU might cause some issues with the newer games.

Yeah it's a bit of a coin flip. Currently AMD appears to do slightly better in DX12 SOMETIMES (like 2-4 frames). The GTX1060 does markedly better in DX11 games. Both are solid choices however.
