is it good to clear a hard drive for a new copy of windows. im downgrading to windowss 81 should i clear my current hard drive completely before i do this

No, just do it during the OS install.
When it asks where to install, Custom
Select each partition, Delete.
Let Windows use that whole space, creating what it needs.
