GTX 1070 underperforming

I recently upgraded my GTX 970 to an EVGA GTX 1070. However, the new card seems to be underperforming. In War Thunder, for example, with settings maxed I got 120 fps with the GTX 970, but I only get 60 with the 1070. That doesn't seem right. I have tried uninstalling and then reinstalling all drivers but it did not solve the problem.

Specs:
Intel i7 4790K @ 4.3 GHz
16 GB RAM
MSI motherboard
EVGA Founders Edition GTX 1070

Any help is greatly appreciated!

I get over 120 fps on 1440p on warthunder with my 1070.

Make sure Vsync or adaptive vsync is disabled. Located on the top right of the launcher or in the graphics settings in-game.

Also, make sure extra AA is off. It's tempting to max out everything, but this actually makes it look worse b/c the way FXAA works.
