Hi, I build my new rig around a month now and I got pretty decent one with 6600k and 1070. However, I think I made a big mistake on choosing PSU. I got corsair CX750m as I tried to lower the cost and now I got coil whine on my 1070.

Should I try to replace 1070? or it is better to change PSU? If changing PSU what brand and model should I get?

Thank you very much for your answer.

Well, the 'CX' series weren't the best but the latest versions are better, even so, the old ones weren't quite as bad as some would have you believe.
With such a new card, I'd suggest you give it a little more time so see if it settles down-coil whine can reduce over time-but enquire with the vendor or importer (it varies according to country as to who is responsible for the warranty) about raising an RMA in the meantime.
Obviously, don't take a screwdriver to that card or try to solve the noise yourself, that will invalidate the warranty.
