CPU OC down clocking?

So I noticed something odd with my CPU over clock. Had my 6850k stable with a 4.3ghz OC in bios. 8 hour Prime 95 stable cpuz showing all cores at 4299mhz at 100 percent load. Good for 4 months now.
So I upgraded my case, moved all components to the new case (moved CPU cooler and motherboard at once without disassembling) and changed my psu from a cougar 1200 watt to an EVGA 1200 watt).
Everything runs fine , same 3 mark scores smooth as butter.
For some reason however, cpuz, hwmonitor, and even 3d mark are showing my CPU speed at between 4211 and 4235 (depending on application).
Same deal if I bump my clock up 100 mhz to 4.4, applications show 4311 to 4335, always 60 to 90 mhz slower than the bios multiplier.
Reset defaults in bios, pulled battery out for 10 minutes and tried also disabled ram XMP profile to check clock speeds and same issue.
Again it's not a huge issue but a curiosity.
Any other ideas what it could be?

Sometimes the application isn't able to get accurate data, so it will report false values.

Use Intel Extreme Tuning Utility to monitor temperatures and usage, I have found it to be reliable and always use it when using Prime.

Yes, the intel utility does show it at 4.3 during prime95.
Strange though that cpuz, HWmonitor and 3d mark showed the proper OC during stress tests for months but only gave me the 60-90 mhz lower reports right after I moved my components to a new chassis and changed psu the same day.
