i7-6700K Stress test is low

Just overclocked my i7 to 4.4gHz, and the core speed shows 4400~ mHz at 1.256V. If i stress test my cpu using CPU-Z, the stock reference shows around 8k, but my stress test is always way below that. The single core tests do alright. I have also found out that if I stress the CPU, in my task manager, it gets 100% usage the first 1-2minutes, and then it starts varying between 80-100% usage.

Is this normal? What am I doing wrong?

EDIT: When running prime95, my task manager does go up to 100% full-time. My speed stays @ 4.37gHz stable. I do hear other people saying their temps go upo to 70ish degrees, while my temps stay at around 55 degrees while using the Hyper TX3. Does it just cool better then expected or is there something wrong?

Solution
I suggest you stress test with OCCT or an app that simulates commonly used instructions. Prime95 and IBT do not.
You will get a graph to check temperatures over time.
OCCT will stop the test if temps go past 85c.

I think there are problems with CPU-Z bench.
It is a good measure of vcore though.

Also, hyperTX3 would not be my choice for a cooler. small fans are noisy.
I would use one with a 120mm fan that will cool better and be quieter.
scythe kotetsu, cryorig H7 and cm hyper212 are all about $35.

4.4@ 1.256 is nominal.
