Possible Dead CPU?

Hi all.

6yr old self build no longer POSTs.
I get an infinite restart cycle.

I've tested PSU with multimeter and all voltages are well within range. Not even close to max tolerance.

Original board was in an infinite reboot loop before POST. I replaced the Mobo via eBay and I still can't POST. The new board spins up without a restart loop but no display, no keyboard or mouse power.

The machine is breadboarded with CPU, heatsink, 1 stick DDR3 1600 in first slot of each board (checked board manuals)

Here's the spec:
I7 2600k stock clock
2x 4GB Corsair Vengeance DDR3 1600
Gigabyte Z68XP-UD3P (original board)
Asus P8Z77-V LX 2.0 (replacement board)
OCZ 600W Stealth X Stream 2 PSU

I really can't imagine I'd need a new CPU although I know it's a slim possibility. I thought I'd ask you guys before I have to spend a fortune on new CPU and boards!!

unless you really messed something up/something really went wrong i really doubt its the CPU. only times ive heard of CPUs dying is when there is physical damage, cooling screw ups, or crazy overclocking failures. I would test a different PSU, they can be damaged and still give off the proper voltages in a multimeter, although ive never really heard of a PSU causing loop cycles/no post.

Yes Samaratin. Exactly that.

@radioactive the boot loop on one board is throwing me off too. I get the same pattern if I start that mobo without a CPU installed too.
This is my worry.
I can't understand why a CPU would go. It's not over clocked and I have a big noctua fan on there just to keep the system quiet. Paste looks good etc.

I'm hunting down friends with a spare PSU in the hopes that the good voltage readings I measured are actually a false positive. Here's hoping :/
