No Display, graphics card fan not spinning. Other fans running fine

I put this computer together about 1 year ago and last week the video went out and is not receiving power at any of the usb ports, and no beeps.

Problem
When I tried to power it up, all the fans turn on except the graphics card, no video output, no power to any of the ports. Now I'm back to square one, I'm stumped. Any help is greatly appreciated!

Specs

CPU: AMD Athlon X4 860K 3.7GHz Quad-Core Processor
Motherboard: Gigabyte GA-F2A88XM-D3H Micro ATX FM2+ Motherboard
Memory: Corsair XMS3 8GB (2 x 4GB) DDR3-1333 Memory
Storage: Western Digital Caviar Black 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: XFX Radeon R7 240 2GB Video Card

Swapped Motherboard to

MSI A68HM-E33 V2 Micro ATX FM2+ Motherboard

Tried

Tested graphics card on another computer - Fan spins but no video output
Tested with a 700W PSU - Graphics card fan did not spin and no video
Swapping hard drives - No difference
Swapping Ram sticks - No difference
Tested video output with HDMI cable and VGA
Changing Motherboards - Worked for a day
Changing Monitors
Putting all of my WORKING computer parts on this Motherboard and CPU - No Video, Graphics Card fan did not spin, 6 pin connector was connected.
Seating all connections again - No difference
 
Solution
Well, your first test pretty much showed that the video card was bad.

Did you test your system with another video card? Your CPU does not have a video chip, so you need a known good video card to try.

That is correct. The computer was back to normal operation after I left the reset switch disconnected. Wonder why it was causing the problem.
