Skyrim special edition ENB and graphics mods

I'm in the process of building a GTX 1080 SLI enthusiast gaming desktop.

Should I be able to play Skyrim special edition with a good ENB as well as grass/tree/foliage/weather mods installed?

With my current PC (GTX 680 SLI) my framerate sometimes drops below 30 when using these mods because of all of the added detail.

My monitor is 1920x1080/60hz/27"

You might want to wait a few weeks - the 1080Ti looks like it's about to be announced.
SLI is good when it works (I used to have a 690), but not every new game benefits.

If you're sticking to a 1080p monitor then, of course, anything remotely close to the power of 1080 SLI would be extremely wasteful for that res. This would include a 1080Ti.

The 1080 Ti will be only about 25% faster than the standard 1080, which is still slower than the Titan XP.

Also, I'm guessing that the 1080 Ti will be within the $1,000 price range.
