AMD 5350 vs Celeron G1840 for Steam gaming

On one hand, it seems the G1840 is faster, but on the other hand, some games don't like dual core cpus, and the 5350 is a quad core.

Which would be better to pair up with a GTX1060-3GB?

The celeron is going to perform better. Even though the amd 5350 is a quad core, it's not a 'good' quad core. The celeron also gives you the opportunity to upgrade the chip down the road, where as the 5350 is a dead end. There is a guy on youtube who has posted tons of videos gaming with the 5350, but.. your results are not going to be spectacular... neither chip is really meant to be serious gaming chips...
