Won't boot: maybe a bad mobo or PSU?

Hey guys. I'm running into a problem with my build; it doesnt turn on. The symptoms and what I've attempted are:

Build completed successfully about a month ago with no problems encountered.
Power LED and ethernet LED on the motherboard turned on.
RAM seated properly.
CPU and fan seated properly.
Occasionally when power button pressed, the CPU fan and graphics card fans turn on for a split second, but the case fans don't turn on.
No sound from mobo.
Power supply pins seated properly.
Tried different outlets with other devices, they work.
Computer worked the day prior.

Asus Z170-A
Gigabyte 1060 6gb
Corsair Vengeance 32gb RAM
Corsair CXM650 PSU
Cooler Master 212 Evo
I5 6500k
PNY 240gb SSD
Seagate Barracuda 2tb
Fractal Design R5 case

I haven't tried the paperclip test with the PSU yet. Really I'd like to avoid having to disassemble and reassemble the machine if possible. It's just bizarre that nothing occurred between the night where it worked and the morning where it didn't. No power surge or anything.

Update as of today: I spoke with an Asus technician. We tried resetting the CMOS and it didn't fix the problem. The next step is testing a different PSU before determining which piece of hardware went bad.
