I need to take apart my cpu fan to clean the axle and also oil it but I can't find the little black cover underneath the sticker like case fans have. So I don't know how to take it apart.

One of my friends gave me one that they had lying around so problem solved

"clean the axle and oil it"

Why?
Of the couple of dozen fans I have in PC's around the house, and of the cumulative 2 or 3 million operating hours on them...the number of times I have needed to 'oil them' is exactly zero.

Why are you embarking on this quest?

it can be a few different things causing the jam. The seals could be wearing out. The motor could be wearing out.

it won't turn even if I try manually turning it it will just barely turn and if I try spinning it while it's plugged in it turns itself a little bit but stops after a second.

Motor is burnt out, not even oiling it will fix it.
You'll need to get a new one.
