After upgrading CPU and GPU my game performance is much worse

Hello!

Today I upgraded my CPU and my GPU. I upgraded my CPU from an i5-4690 to an i7-4790k and the GPU from an MSI R9 390 to an EVGA GeForce GTX 1070 FTW edition. After these upgrades, my frames within the games I play are significantly worse, and they freeze/stutter.

Before these upgrades, my frames were much better than they are now. One game, Rocket League, had 200-250 frames on the home screen when I opened it. Now the frames on the home screen when I first open jump to about 120, then fall down to a steady 20-40 frames.

I have used DDU to clear all previous drivers, making sure to run it in safe mode, then I reinstalled the drivers for the GTX 1070. The problem still persisted after this.

My specs are:

MOBO: z97 anniversary
GPU: EVGA GeForce GTX 1070 FTW edition
CPU: i7-4790k @ 4.00GHz
RAM: 16GB DDR3 2133MHz
OS: Windows 10 Pro 64 bit

The monitors I'm using are both 1920x1080p (the game runs only on one).

I have received the suggestion of clearing my HDD and reinstalling windows. Before I do this, I thought I'd post here to receive other input.

sounds like thermal throttling, make sure the cpu cooler was installed properly


post back max temps while playing

msi afterburner is a good monitoring program if you dont have one installed

make sure to enable cpu temp monitoring in the OSD

Each of the cores' max temp reached 99 C.
I think the heatsink was definitely secured improperly. I will fix it tomorrow (it is quite late) and get back to you.
