High-end computer with huge performance issues

To start with, this is my setup:

Windows 10 OS
MSI Gaming X GTX 1080 GPU
i7 4790k CPU
16 gigs of 1600Mhz DDR3 RAM
Corsair CX 500W PSU
MSI Z97 Gaming Motherboard
Two HDDs, no SSD

Considering that I have this pretty great setup, my performance is incredibly bad. In games like Battlefield 1, I'm getting around 70-90 FPS, 130 when looking at the skybox, where other users get around 110-120 in benchmarks. Earlier, I had around 8 gigs of RAM, which I upgraded to 16, and the performance got better (no more stuttering), but is still far under what I'd expect.

Help would be hugely appreciated, since spending this kind of money on a PC and getting this performance is really annoying.

I think my performance was generally better back when I had Windows 8.1, but I'm not sure.
 
Is the gpu staying at full clocks during gaming? Is the cpu usage reasonable?

Have you overclocked anything? What are temperatures' like?

Only thing that stands out is the poor power supply. Although that system shouldn't draw less than maybe 350w peak.

What resolution and settings?

Okay, something is really weird. I jumped into the game now to test the performance, and it was ALMOST on par with what I should have and what I've seen online. I changed to DirectX 11 in-game, which I've been using earlier and not noticed any difference compared to DX 12, but now my performance got really good, out of nowhere.

Here are some stats which might be relevant:
My power usage was at around 70-75 %.
My GPU temp was at around 70 degrees (Celsius)
My GPU usage was going up and down between 70 and 90 % (sometimes going up to around 97 %) all the time
My core clock was at around 1900 Mhz
The memory usage was at around 5000 Mb's constantly
CPU temp was at around 80 - 84 degrees
CPU usage was around 50 - 60 % (I think)

Nothing is overclocked

The game is at max settings on 1080p, 100 % resolution scale

I had some programs open in the background.

I tried again later, with the same settings, and joined a game of conquest instead of domination. The FPS was substantially lower now (around 70-90 at most times, and like 120+ when I just looked at the ground).
The stats for all my components where pretty much the same, except that the RAM worked harder (I think it said 8000 Mb's at memory usage, and 13000 at pagefile usage)
