PC stuck on Starting Windows on Windows 7

My PC was working perfectly I left it ON for a download when i came back and saw it was stuck my mouse and keyboard both were ON but where not responding even the Num Lock Light on my keyboard was not turning off and on so I restarted my PC when It restarted It got stuck on Windows Starting and from then same is happening to me my PC starts but then stucks on Windows starting i even tried to start it in Safe mode but it still gets stuck even in the safe mode Please tell me if this is a software or hardware problem
My PC is Core I5 760
windows 7
and RAM 4 GB
please tell me a solution for this problem

Could be a failing hard drive, maybe bad RAM. Going by the age of your CPU, I'm guessing you are using an older hard drive, boot of a system utility disk like Hirens or Ultimate Boot CD and run a drive check utility from those disks, see what they show. It may be a RAM issue also. Failed drive is more likely though.
