Adding External GPU to my laptop

Hi i have HP 2570p, first of all my question is can i do it..?
i saw theres this thing

my seconds question is whats the diffrence between pluging this adapter to a power charger like this:

The Dell's used have more power output which will come in handy with using beefy GPU's. Which GPU are you trying to use? You may also want to keep in mind, the mPCI-e add-on will need to go in and out if you're going to move around with your laptop. On another note the wireless adapter will also be rendered useless unless you have two mPCI-E slots.

my english isnt the best so its hard for me to 100% understnad what u said.. but if i got it right then:
i will use the GPU: AMD 6950 2GB, i said it already in the post..
i dont understand which "Dell" u talk about, for some reason i belive u r talking about the power charger and u said something like, if u use a strong card then u will have to buy some power supply like 450W or something,but if its not so the power charger should do the work. i got it right..? and if i do then what do u say about my 6950 AMD..? i will need some power supply or a normal power charger will be fine?
and yes i know, the laptop is stand as a desktop computer and not moving at all, it also comes with Dock station which transfer all to a 24 "" LCD, a mouse and a key board..
and what is wireless adapter..?

Please try writing ur next answer with basic english its hard for me to understand hardware english speaking...

what is it to "build a new system" what does it requires..?
is there maybe a charger which can give me more power? the one i sent is just an example of what i want.. maybe theres more with more power...?
if u mean to buy a power supply, maybe its possible i will now check how much it will cost me..

There are:
High Power 19V Output Laptop Adapters by

^ All outputting a maximum of 240W's which is considerably short of the 300W target.

You already own a GPU(and am assuming you already have a monitor as well. Add a motherboard, CPU, ram, SSD/HDD, powersupply and case and you have a new build.

Omg no new system!!
I have my laptop with i7 8gb ram, ssd, very strong, i dont have money for a new pc.
I saw a lot of power supply like 450-500 W very cheap, ill buy one, and then i connect it to the adapter pcie, inster my 6950 card to the adapter, and the adapter to my dock station which connected to the laptop..? Thats it?

hes puttion out the graphics card right..? this is where the pcie connect to..?
i saw theres an option to connect it with expresscard. and i have it in my laptop.. will it work..?
