Windows doesn't boot or install

I used Windows 10 without any issues, then one day it shut down and unable to boot, restarting on logo screen with error "0xc000000e The boot selection failed because a required device is inaccessible" popping up.

So I guessed I had to reinstall it. Burned an installer to my flash drive, and it keep freezing at the same screen. So I burned Windows 7 copy on it, and after initial files loaded PC keeps restarting at win7 logo screen. I thought maybe there's an issue with the flash drive, but installation worked perfectly fine on my other setup.

Same thing happens with various live CD's using different flash drive. But weirdly enough Memtest86 and Victoria ran fine.

So I thought it should be weird hardware problem. Checked RAM with Memtest86 - 0 errors, HDD with Victoria - 0 errors.

Used different PSU - same result, different hard drives - same, updated BIOS from F4 version up to F11 - nothing changes. Switched to internal GPU - nothing. Reseated RAM - same thing. Removed and connected every external device in any combination possible so it's not the issue. Reset and tweaked BIOS bazillion times. Assembled all parts again, including CPU and changing thermal paste.

I guess it's faulty motherboard, but doesn't hurt to ask for other clues.
