Why does my PC disconnect for 30 seconds every 1 exact hour disconnecting devices on the same network?

My PC keeps getting disconnected from the internet every 1 exact hour for about 30 seconds. During those 30 seconds I can't access the internet on the phone connected to the same network too, and I can't even access the router's page from neither the phone nor the PC. I have DSL connection. Afterwards I check the router's page and it says DSL AND internet were up all the time, all the time since I last restarted the router that is.

When I turn off my PC or unplug the network cable it stops happening on the phone. Also if I start a VPN connection on the PC it stops happening on both the PC AND the phone.

When I restart the PC or when I plug it to the network after having it unplugged for a while the time for when it happens changes to the time of Windows starting or me plugging the network cable in again. So this confuses me about the ability to stay connected when using VPN because it's like unplugging it from a network to another network, but I tried and left a torrent download before I sleep and it showed no drops of speed on the graph the next day (with a VPN that is) but it's hard to measure because 30 seconds aren't significant to affect speed graphs.

I run Windows Network Diagnostics at the time of disconnection and it says "Your DNS server might be unavailable" and a link to the log file. The log file has much information and I don't know what should I be looking at to know the problem.

I wanted to look at the DNS when this happens and see if something is changing it and changing it back again but I either forgot where it is or it's different on Windows 10 (running windows 10 pro). I thought it was a DNS changing malware of some kind but that should only mess with the PC. Correct? And it would be very weird that such a malware coincided with me installing a ton of security software. It could be the software that did something because I installed some extra crap like Microsoft EMET, but now I have it uninstalled after disabling it before I uninstall it, and the problem still persists. I also installed Bitdefender (Running the total security trial right now), and a few anti malware software that I thought should complement each other: Malwarebytes pro trial, Spybot S&D, SuperAntiSpyware. I also installed Spybot Anti-Beacon and hit immunize (I don't know why I have a feeling this one is the culprit, although it only says it stops windows from giving unnecessary info to microsoft).

I uninstalled the VPN (Torguard), and I uninstalled the network driver through its installation file, and then made sure it was gone from device manager (I uninstalled it from device manager in some attempts), I ran CMD as admin and I flushed DNS, I reset IP config, I restarted the router many times, and I reset it. I did all of those a few times in every imaginable sequence, and nothing worked. Before I reset the router I went to the internet tab on it and it said the lease was obtained at a time and it expires at a time that is an exact hour later, so I then assumed that I found it. Couldn't find any option to change it even though I was running the "Advanced" mode. After I reset the router though (and I do wait 1 full minute between a power on and off of a router). After the reset it started indicating that the lease expires 20 minutes after the time of when it started, and I actually played an online game through those 20 minutes and past them without getting disconnected I even checked while playing and it indicated that the lease was obtained at an even earlier time than when it previously was indicated it will expire, so I thought it means the expiration time of a lease can change on its own and even when a lease expires I could play the game without getting DC for a second. I kept playing and I got DC at the 1 hour mark counting from when windows started. I have been checking lease expiration for a while now and I've noticed that it isn't affecting my connection at all.
I tried running Torguard right as I got DC and it said "A problem with the TUN/TAP driver was detected. It is recommended to reinstall the driver. Reinstall the driver now?" I clicked on OK but as I was installing the driver the connection came back and the driver installation disappeared, and Torguard worked fine.

I ran PingPlotter and I noticed that when it happens the packet loss happens at the first hop, which is from the PC to the router. I might have misread the info because I am not an expert on diagnosing networks (Yet).

I don't have any issues with the connection other than that. The speed is fine and stable, the ping is good, the jitter is good. Only this 30 seconds hourly disconnection! It's been like this for a week now and it's driving me crazy. I can't play any game online!

I just found a lease time settings that I can change in the router under "Local Network" rather than under "Internet Access" where I saw the obtaining time of the lease and the planned expiration time. Even though at Internet Access tab it showed the lease lasts for around 20 minutes I found it set to be 1 hour in Local Network tab. I will see what happens and get back here. I changed it to some longer duration than 1 hour. 9999 weeks rather. should be enough.
