RX 470 and PSU CoolerMaster 400W

I bought the case CoolerMaster Elite 335 about five years ago. It came with the psu CoolerMaster Elite 400w RS-400-PSAR-J3

I was wondering if it can handle running an RX 470 GPU.
my pc specs are:
OS: windows 7 x64 sp1
CPU: Intel core i3-2100 3.1ghz 3m cache
MOBO: Asrock h61m-hvs
RAM: 2x 4GB ddr3 1600 mhz cl10 kingston hyperx fury blue hx316c10f/4
GPU: msi radeon hd 6670 1GB ddr3 R6670-MD1GD3
HDD: 1TB seagate 7200rpm 64MB Cache SATA 6.0Gb/s st1000dm003
PSU: cooler master elite 400w rs-400-psar-j3
CASE: cooler master elite 335 with 1x 120mm fan
MONITOR: lg flatron w1941s 1360x768

I doubt it. That psu was pretty bad when it was new, now its five years old and you want to put a gpu in that if it did work would push it to the edge. I wouldn't recommend it. I dont even think that should be called a 400watt psu, it only makes 276watts on the 12v rail which is why i'm doubtful it would power a 470 with any degree of reliability.

Thank you very much for this great suggestion. I'll consider it if I decided to go with the rx 470. Another question if you don't mind. My brother has the Thermaltake Commander MS-III Mid Tower which came with a 500W psu

Do you think it can handle an rx 470 or is it still a bad PSU.
