EDIT: The RX-470 will outperform the GTX-950 easily.The change in PSU is to allow the CPU to enter low-power states without the PSU getting confused and enter protection mode. While the RAM is a little more expensive, it will take advantage of both memory channels. The change in coolers is because there are alternatives to the 212 EVO that can out-perform it... or in the case of the second option, allow for a slightly larger monitor.

The k series CPUs do not come with a fan, the rest do. The included fan with that CPU is adequate, if not a bit on the noisy side. (If you follow the link, you'll see no warnings about needing a cooler unless you switch the CPU to a i5-6600k or i7-6700k.) As I stated, the one that I didn't include the aftermarket cooler on is just an option if you want the bigger monitor and doesn't cause you to break your budget.

EVGA NEX series is not one of their better PSUs, it shares the same issues of not being all that great as pretty much all of EVGA's gen 1 PSU lineup. If it must be EVGA, go GS or go gen2 or the new gen3.

If you have to stick with Sub-$150 GPUs a RX-460 or GTX-1050 will be better than a GTX-950.

Then can you recommend me a good PSU that doesnt raise my electricity bill or something and that is silent and that has good reviews :D

Yes. I'd recommend the one I listed in the builds I posted:

Power Supply: SeaSonic G 550W 80+ Gold Certified Semi-Modular ATX Power Supply ($64.99 @ Newegg)

It has a 80+ Gold efficiency rating. (there's only two levels above it) which is a good rating, It is built by the same manufacturer who's name it bears. This same manufacturer is known for quality units that don't just blow up and take parts with them, and reviews on this unit reflect that quality and efficiency. It has a good warranty: 5 Years (a current minimum for a good PSU. A 7 year or 10 year waranty is even better.)
