Does a 19 pin usb connector support 2.0 and 3.0 and 4 ports?

I have a question regarding the Sharkoon VG4-W blue case I recently bought. On the problem section of the case i read that you should only connect the USB 3.0 19 pin connector to the motherboard, but the connector cable also has a usb 2.0 connector. The front of the case has 2 usb 2.0 ports and 2 usb 3.0 ports. Does the 19 pin connector support all 4 ports? Even if two of them are usb 2.0 and the other two 3.0? Or will the other two usb 2.0 ports be useless? Thanks.

Besides that there are adapters to use USB 2.0 ports on the USB 3.0 plug as USB 3.0 also carries the USB 2.0 signalsto use (older) USB 2.0 peripherals like a mouse or older thumbdrive on a 3.0 port.
But they are still limited to 2 ports without an active hub.
