Why does the nvidia gtx 1070 by zortac only has 4GB of VRAM

The gtx 1070 was advertised as a 8GB VRAM card, but in Speccy and Intel(R) Extreme Tuning Utility only show the card as 4GB. As well as the fact how there was a minimal improvement from my old 4GB 960. Does any one know where the other 4GB of the card went, display issue or manufacturing issue, and a way to test that would be great.

Use GPU-Z, or NVCP under help, then system information, also if you have Steam run it's system information, they all show my entire 8gb vram on my GTX 1070 Gaming X MSI.
Windows has never been able to report more than 4gb vram correctly, not sure about windows 10.

I guess they tried to make it more for people who don't really have money, they also did this for the Rx 470 (Upgrade of the Rx 460), there was a Rx 470 with 4gb of Vram for the cost of a gaming 1050ti. I guess its just for marketing, they made higher end cards specifically made for people who have a budget.

No, there is likely a problem with the software he is using.

There is no such thing as a 4 GB GTX 1070. Also the RX 470 is not an upgrade of the RX 460 but a cut down RX 480. The RX 460 uses a lower version of the AMD Polaris chipset (Polaris 11 vs Polaris 10 in the 470 and 480).
