my high spec PC is running slow, choppy and is just unusable despite everything being up to date, is it my monitor?

hey, iv'e got a computer with a GTX 1060 graphics card, 16GB of ram and a AMD 6 7400k CPU, but despite these high specs my computer is choppy and running games at 10 fps and lower! iv'e been having nothing but problems since i got it, iv'e spent hours, days uninstalling and reinstalling my op (windows 7 professional sp1) trying to get the updates to work and when i finally figured it out and had my system up to date and drivers up to date too (so it says...) and i still have to same problem! also i am using a 32 inch 720p 50hz TV as my monitor and im staring to think thats the problem. can someone help please, i wont be happy till the graphics card is running at its fullest capability and everything is running like it should, or iv'e just wasted ALOT of money.. thanks.

if you want your GPU to be running at 100% you need a more powerful CPU. I had an a10 6800k at 4.5GHz, and upgraded to an r9 380x from an r7 260x and my a10 6800k could not keep up. so i bought an old i7 2600k off Craigslist... so considering your GPU is almost 40% faster than an r9 380x and an a6 7400k is about 40% slower than an a10 6800k, your gona need something in the realm of an i5. maybe an 8350 but i highly recommend waiting for am4 if your going AMD seeing that Ryzen is being announced at CES this month.

What games are you playing?The A6-7400K maybe too low.And you can sure you buy a real GTX 1060 graphics card?!Where do you buy it ?!You have better to see some test marks of the games you play now and update your latest system's drivers.
