I have a 64bit system
two 4GB sticks of DDR3 memory.
my CPU is a AMD FX 4300 (3.8GHZ)
my GPU is a gtx 1050ti
400W of power
motherboard: GA-78LMT-USB3
storage: 1TB 7200RPM
I use my pc for gaming and having only 3.98GB worth a ram is a bit worrying.
any help if appreciated and thank you in advance.

Oh I see. I was thinking in terms of memory available not as these images show 'Usable'.

Only thing I can think of is have you added ram recently. Is one stick different with a higher speed your cpu can't support or if it's both the same ram models, check they're in dual channel config on the board. If they are, try them in the other 2 lanes if you have them.

If that makes sense.

I've asked my friends if they get the same problem we all have pretty simular PCs all with 8GB they do not have the problem.
this is what the systems tab on the control panel looks like for me: http://imgur.com/LppVqVy
what it looks like for my friends: http://imgur.com/a/47zGJ

What is telling you 3.98GB?

Open up Task Manager, and post a screencap of the Performance/Memory window.
