Radeon HD7870 getting 95C+

I received a broken Radeon HD7870 from someone. Looked like it had overheated quite much, because the fan immediately went 100% when I put it in my pc. I took it apart, cleaned of the dried thermal paste, applied some new and the fan didn't do much then. But it still didn't work, my pc didn't boot. So I put the gpu in de oven, and it worked. Only problem is, it idles at 60C and when I play Just Cause 3 it gets 90 C and I've even had 98 C. The vram got 104 C. What do I do? These aren't normal temperatures.
Edit: I tried underclocking it but it doesn't help. it got 98 C so I Alt + F4'd out of it. Not the whole thing is broken, everything on my main monitor has lines over it.

I have the Club 3D version, did not use new thermal pads because I would have to buy them, and I used some thermal paste that's my dad uses so it's probably quite old and of low quality. But this shouldn't make such a difference right?
The airflow in my case is pretty okay, I have one intake fan in the front and one exhaust fan in the back.

2 fans doesn't create very good airflow unless they run at very high RPM's. Maybe consider putting another intake in the front, and maybe an exhaust in the top of the case, if it supports that. Heat naturally rises so having an exhaust fan at the top helps with getting the heat out faster.

I can only put one fan in the side. I have the Aerocool GT.

Thermal paste does make a difference, try with a decent one like artic silver, and about thermal pads, you need to put new ones. If you want to rule out the bad airflow, take out the side panel and put a big fan throwing air inside the case.
