I recently bought a new pc and for some reason I have found that on the menu screens of some games it all of a sudden out of nowhere starts overheating, or atleast thats what I think it is doing as the fan starts making weird noises like those small electric cars that you can drive around with remove control, when I actually go in those games the weird sound stops, my graphics card can handle games perfectly (gtx 1080) with no lag whatsoever, but the thing that is giving me a headache is the weird overheating pattern, if someone knows why this is occuring or how I could resolve it please let me know, thank you in advance :)

I am trying to download afterburner but I am using windows 10 and its a .rar file so it keeps opening in internet explorer :/ Would you know how I could fix this and run the setup? And also how does afterburner work as I am new to it.

Ok and then after I do that how will I know what is the issue with the fan? Im new to this

Thats cool, is pretty simple, really. You need to check temps of GPU and CPU, and also GPU fan speed in OSD.

If you run a game for a few minutes until the issue happens, you can then exit and check HWInfo to see what things maxed out and post results/screencap here to see what is causing it.

So like from the afterburner decreasing the fan speed? If so, could you tell me how?

Depends which fan it is as to what you use. Afterburner will only control the GPU fan, not the CPU or chassis ones.

Try running a game and seeing what stats you get. If you have a problem the last thing you want to do is lower fan speeds, so check first.

And also how do I know what the problem is? What does a problem look like?

Post a pic of your HWInfo stats after you hear the noise.

Hard to say how to fix something when I dont know what the problem is lol, but overheating, abnormally low clocks and irregular voltages are just some things that could be wrong with a system. The list is kind of endless.
