Hello whenever I play GTA V after about 10-15 Min there is MASSIVE fps drops rendering the game unplayable. whenever these fps drops happen the usage in the CPU and the GPU drops and so does the temperature is as well my Laptop isn't thermally throttling because the temps don't get above 80

well you should not be getting low fps in game to the point that it is unplayable. have you updated drivers to the latest.
is the ingame settings turned down try turning down gpu and display to low settings. turn on vsync. try this
