External HD spools up to access other drives

My current computer setup is:

Windows 10 installed on a SSD
Program files installed on a secondary hybrid internal drive
Backups on a external hard drive (6TB Seagate Backup Plus in case it helps)

On the external, are backups of my documents, music, etc. as well as video files. There are no executables installed on this drive and everything is copied over manually as again, these are just backup copies in case something happens.

I have found however, that after inactivity the drive spools down (which is fine), yet when attempting to access something that isn't on that drive, can cause it to spool back up again, delaying my attempted process. A few examples:

1. The external drive was spooled down, I attempted to move an unneeded program shortcut to the recycle bin on my desktop, but the computer then "hangs" as the external drive spools up before I see the computer has moved the shortcut into the recycle bin and the recycle icon changes from empty to full.

2. I was playing a game installed on the internal secondary hard drive. I close out of the game and go to open Google Chrome. Both of these programs are installed on the secondary internal drive, but yet again there is a delay as I hear the external spool up before Chrome opens.

From what I can tell there is no indexing set for the external, not that I know that could cause this issue anyway, so I am not sure why my computer is waking up this drive to access things that are not located on it?
