MSI Afterburner OC Issues

So I'm trying to overclock my MSI R9 390 using MSI Afterburner and I set the "Power limit" to max but the second I change the value of either the memory or the core clock it forces the clock to idle speeds no matter what. The thing is though, If I go into the CCC and do the same thing it works just fine without throttling down the speeds. As in If I increase the memory speed from 1500 to 1520 on Afterburner it forces it to 150mhz but if I do it on CCC it goes to 1520 just like I wanted. Is there a problem with conflicting programs or something I'm just not aware of? Anyways thanks in advance.
