Stuttering in games, especially CSGO

Hello

Im experiencing some stuttering in games ex. in CSGO my fps is at a stable 300 but every 30 seconds or so it goes down to 50-60fps for 5 seconds then goes back up to 300. I've tried pretty much everything including cleaning my previous GPU drivers and reinstalling them, tried many versions of drivers (old ones, new ones and whatnot) i've messed around with CSGO launch settings and resolutions in other games also. My cpu shouldn't bottleneck, could it be my RAM or my MOBO?

Edit: CPU Temp 48 degrees celcius idle 55-60 while playing, GPU Temp 50-60.

My specs:

Asus Strix GTX 960
AMD fx 8320 3.5Ghz 8-core
Corsair 650w PSU (Cant remeber the excat model)
Asrock AM3+ GF7025 DDR3 Raid D-Sub mATX
8gbs of HyperX ram

To me it sounds lke some kind of throttling. The temps are fine, so that's not the issue here.
Do you have anything demanding running in the background, wich possibly could cause the system to get some hick ups.
If you don't already know, you can check the clock speeds of the gpu and cpu, with MSI afterburner / hwmonitor. If you see any kind of large dip in core speed. Just to see if it's an actual throttle that's happening.

Usually i have only the game i play running and nothing in the backround, no chrome, spotify nothing. Also the core speeds are a straight line in Afterburner, no dips whatsoever.
