Pc boots sometimes, after swapping thermal paste

Hi I have recently built a new gaming pc and decided to try a different thermal paste I had, swapped thermal paste and got higher temps so reaplied the original thermal paste and the system then wouldn't post, with the vga troubleshooting light on. I then tried a few times altering things like ram positioning, and even tried a different gpu. The system then booted with the original gpu, working perfectly and now won't boot again.

The specs are
Motherboard - Asus p9x79
Cpu - i7 4820k (was at 4.2ghz)
Ram - 12gb Corsair dominator 1600mhz ddr3
Gpu - Asus strix 1070

I am am very confused by this issue and can't place what it would be. Please reply with any suggestions

Please list your full system's specs as:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

The TIM used both before and after. As well as the CPU cooler. It reads out like you're having a grounding issue or the cooler may have been tightened on too tight(provided you're using an aftermarket cooler that requires a backplate).

On another note, you may want to also see if the TIM apparently crept into the crevices of the CPU socket and the pins. Last thing I'd suggest is with your system breadboarded and the working TIM see if the system powers up.

The motherboard is lga2011sonit it has a preinstalled back plate.
I am also quite sure the Tim didn't "overflow into the Socket as I used the same amount as previously, and when taking off the cooler there was no excess around the edge.
I will have a very good look for any possible grounding when I get home.

The cooler is a hyper 212 evo, the problem stopped after leaving the pc on (with blank screen) for about 20 mins. And has the same issue and solution everytime the cpu cooler is removed and replaced, changing fan etc
