Can my pc run high end games such as the witcher 3 at 60fps

My specs are

Corsair 430w psu
Hyper x fury ram - 12GB
Gigabyte fm2+ motherboard
Cooler master evo 103
CPU amd x4 840 3.1ghz
Gtx 1050ti 4GB

I have tried various games like fallout 4 and I still suffer these ridiculous frame rate drops from high 50s down to the low 30s can someone help me?

You'd probably be able to run wither 3 with 50 fps with that GPU, although not maxed (probably). I haven't really seen that many benchmarks for this card. Anyway, as far I know, your CPU is going to bottleneck your GPU, so you probably won't gain that sweet 60fps mark.
If you'll try to overclock your CPU, it would most likely help.

Those drops are caused by your cpu that is bottlnecking your gpu also don't expect to run fallout 4 at max settings with that card. Try medium-high and see what happens. The witcher will also be a mix between medium-high-ultra for your system.

It will be very close. The witcher is quite intensive. I think you would get right next to max settings but youd have to drop 2 or 3 settings options. Id suggest getting a card with 4gb just because the game visuals will make it worth the investment
