Only the primary monitor will start up because it is the only one getting an input. Windows starts with bare minimum drivers and once the gpu drivers kick in the second monitor should start up.

lol. Depends on what is being seen as primary monitor by the software. Check your display settings.

i woudlnt worry about it, my work computer does the same thing. i have 2 monitors hooked up. my secondary starts up first then at some point it switches. as long as it works when it gets to the desktop, id let it go

if it does bother you , you could try switching the ports. swap the monitors on the gpu and then set the settings back to normal in the monitor primary/secondary selection. maybe the gpu is powering up one of the ports first and you can have that as the primary? i havent tried that at work yet but worth a shot if it bothers you. if not, no worries!
