Ever since I first built my computer, it has emitted this dial-up sound which after changing my hard drive and SSD, I have narrowed down to either the motherboard or PSU. The only time the noise stops is when I am loading something, say I go back a page in Chrome, the noise will temporarily stop and continue as soon as the page is done loading. The noise is to the point where I can have my fans on full blast and still hear it. I do have my power supply connected to a back-UPS if that could be causing any problems. I'm using a Corsair HX850 and an Asus 990fx r2.0.
