I just built my computer and the monitor is getting no signal via HDMI, also it appears to restart every 15 seconds.

Can you please post your specs?
Since this is a recently build PC, I would believe that the most likely issue is a cable that is not connected, especially one from the PSU. Have you plugged the psu "CPU power" cable onto the potherboard? The PCI power cables onto the GPU? The main motherboard power cable?
Another suspect would be a faulty ram stick.

I just plugged in the cpu power cable, I have a graphics card, and the specs are as follows: H110M-S2H Gigabyte Mobo, GEFORCE GTx1050Ti, evga 430 watt psu, Core I3 and a
Ballistix Sport LT 8GB Single Dr4 Ram

I have tried 2 different hdmis. Neither fix this issue.
Does it have to do with the system "rebooting" every 15 seconds?

Wait a minute, I'm pretty sure I've had this situation before with a graphics card. Try using another gpu or your integrated gpu.
