So I was thinking of upgrading my cpu (currently I7 2600) so I decided why not go big and get new everything. I plan to use this build for vr and drag it inside and outside during the winter because outdoor vr would be cool so I wanted a smaller case, due to a smaller case I'd need a lower clearance cooler so why not water cooled? and finally a new cpu because the 2600 isn't much of an overclocker and it'd be a waste to have water cooling and not have the power. (currently have a 1070 so I should be fine for a while in that department). Thanks everyone for reading and your opinions in advance :)

My son's 2600k is OC'd to 4.8 Ghz. haven't hit that since ... next best was 4.7. Budget and monitor resolution would be nice.

Went with a white themed build cause I'm so tired of black :) ... ofc you could easily get the case / cooler / RAM etc in black too

[PCPartPicker part list / Price breakdown by merchant

CPU: Intel Core i5-6600K 3.5GHz Quad-Core Processor ($229.99 @ SuperBiiz)
You could go to 6700k if you had workstation type apps that require hyperthreading for an extra $100

CPU Cooler: Phanteks PH-TC14PE 78.1 CFM CPU Cooler ($74.99 @ Newegg)
Within 1C of the very best air coolers and prettiest on eon the market with ability to match heat sink and fan colors to the build's color scheme

Motherboard: Gigabyte GA-Z170MX-Gaming 5 Micro ATX LGA1151 Motherboard ($139.99 @ SuperBiiz)
User reviews on newegg are less than I'd like but that's common w/ mATX

Memory: Corsair Vengeance LPX 16GB (2 x 8GB) DDR4-3200 Memory ($109.99 @ Newegg)
DDR3-3200 and DDR4-2400 price

Storage: Samsung PM951 256GB M.2-2280 Solid State Drive ($124.99 @ Newegg Marketplace)

Storage: Seagate FireCuda 2TB 3.5" 7200RPM Hybrid Internal Hard Drive ($99.99 @ Newegg)
Unless you springing for 1 - 2 TB of SSD, that 250 GB unit will only fit 3-4 games. The SSD doesn't help ya when most of ya ganmes are sitting on HD. This is 50% faster than any Hard Drive in gaming

Case: Phanteks Enthoo EVOLV MicroATX Mini Tower Case ($129.99 @ Newegg)
It's real perty and .. well listen to these guys

As for the water cooling option, I can not recommend any CLC type water cooler (weak pumps, aluminum rads, no way to replace corrosion inhibitors after their effectiveness deteriorates, loud fans, etc). I can however recommend the All-in-One water coolers from Swiftech and EK, with the Swiftech having the better performance and significantly lower pricing.

With the Swiftech, you can even purchase a water block later on for your 1070 and water cool that too.

Alright, thanks :) I'm unsure if ill have enough clearance with the cooler I have and smaller cases give me anxiety with heat, I don't want to overheat anything so I'll peak around on how good it's air flow is.
