Upgrading my GPU to a GTX 1070 can't get into or passed bios

I am trying to upgrade my GPU to a Gigabyte GTX 1070 although whenever I boot my computer I get a single beep from it every 30~ seconds. It shows the Acer screen but will not go any farther. I've tried going into bios but it wont let that happen either.

My computer specs are:

Acer Aspire M3970

I7-3770

700 Watt EVGA PSU

(old GPU)
Amd Radeon HD 7470

(New *failing to work* GPU)
Gigabyte GTX 1070

My Bios:
American Megatrends Inc. P03-A3, 4/18/2012
(I tried updating this and I *THINK* this is the most updated version)

I am running windows 10
I've used Driver sweeper to clear my old GPU Drivers

I have 8Gb Ram
Memory Technology - DDR3 SDRAM

I feel like I've looked at every thread on here and have tried every solution and still failed. If anyone could help it would be greatly appreciated.

I GOT IT TO WORK!!

I dont know if this is right or wrong but this is what I did:

1) Triple check that GPU is installed correctly.

2) DVI cable from monitor to GPU and also VGA cable from monitor to motherboard

3) Set monitor to VGA

4) Turn on computer and quickly keep on pressing F12.

5) Select "boot from harddrive/disk" or similar

6) Install driver!

7) auto restart computer.

8) Stuck on F2, F12 screen again... Frozen

9) Reboot, press F12 quickly

10) Boot from Harddrive

11) Set monitor input to DVI via GPU.

Should work!

Edit: Still will not boot unless VGA is plugged into motherboard and F12 must be pressed to boot from Harddrive. I then can switch monitor input to DVI for my GPU

Sounds like it, I just read my entire manual for my PC and got nothing from it! I can't figure out why this is happening!!

The fix for that problem is to update my BIOS. It works fine now!
