Computer won't boot. Bad PSU? Motherboard?

Okay so my PC won't boot and I'm trying to figure out why. I'm struggling and looking for some advice.
A little backstory first: for the past month I would occasionally see static lines across my monitor. Not many just 3 or 4 in the middle of the screen. They would only go away after I unplugged the hdmi cable and then plugged it back in.
I like liquid cooling. My CPU is liquid cooled and a few days ago I started to add a waterblock to my gpu as well. I did that and leak tested for 12 hours overnight using the paper clip trick to jump the motherboard and run the psu without having anything else turned on.
All is well so I hook all the other cables back up and boot up my PC. I open gpu-z to check temps then go into Heaven to run a benchmark and see what kind of temps I get under load. As soon as I get the menu in heaven after it opens my screen goes black. From this point forward my PC either won't boot or won't display with a graphics card plugged in. But it will boot with my hdmi connected to the motherboard and the graphics card removed. So I come to the conclusion that I fried my graphics card while installing the waterblock even though I am always extremely careful.
I order a new graphics card and continue to use my computer without one for the time being. It works fine. I can browse the net and even play mincraft without one.
New graphics card arrives and I install it. PC boots into windows but doesn't detect the gpu. My mobo has 2 pci-e slots so I shut down and try the second slot (yes I tried the old card in both slots as well before ordering a new card).
Now here we are.
PC won't boot. With or without a card installed. All lights and fans turn on. I even get a beep like you normally would when booting up a PC. But nothing displays. Sometimes I can just touch the power button and it'll turn off, sometimes I'll have to hold it down for several seconds. Sometimes it'll shut itself down after a minute or so. Sometimes itll power on (won't beep) and then shut itself off after only a few seconds.
I have tried to boot with everything unplugged except the essentials. And still nothing.
Any opinions? Did I screw up the psu while trying to leak test my new water loop? Did the paper clip thing do something bad? Did I bend and crack the mobo while installing the heavy card and block? (I don't think so but maybe) Why would it boot with no graphics card installed and then suddenly just not boot at all after putting in the new card?
It's an EVGA 1000w supernova psu
Gigabyte z97 mobo
I5 4690k CPU
Old gpu was r9 290
New one rx 480
Let me know if you need any more info or if you have any suggestions for me.

Try to keep the noob comments to a minimum because I know I'm probably asking stupid questions or I've made a stupid mistake. I'm just so frustrated and I don't know what else to do. It's late at night and I'm rambling and I have work in the morning. Ugh
