best budget video card that can max games out at 1080p 60+fps(future proof)

rx480 is good at DX12 based game, gtx 1060 is good at DX11 game. Both is great card for 1080p and for overall performance and with driver update those both cards will serve you well for gaming, and about your CPU is enough but if you want to max out performance I suggest you upgrade your system too.
Just pick which is best for money.
