Need help rebuilding proper BIOS settings

I was fiddling with my BIOS settings, trying to correct a video/audio syncing issue. I fixed the problem but the pc started being slow, so I hit "restore defaults"

Seems the defaults were not what I originally had... and with the defaults, or any setting i expected to be right, i still get pretty crappy performance (in particular, the cpu seems to get pegged all the time, and games get "input lag" when a lot is going on) or the system fails to boot.

Its hard to debug, since i am have little idea what settings are actually causing the issue. I was hoping for someone to suggest a good way to proceed getting these values lined up correctly, since im basically changing things at random now.

RAM: CORSAIR 8GB DDR4-2800 VENGEANCE QUAD LPX
Motherboard: ASUS Z170-PRO GAMING 2QUAD SLI/3WAY CROSSFIREX ATX PC
video card: NVIDIA GTX 1070 8GB GDDR5
