Computer hangs on POST. cannot load into bios and it beeps once then restarts.

Hi guys. I have an HP Pavilion HPE h8-1256s desktop. All is standard as you find on HPs website except I have a Corsair 600 Watt PSU (cannot remember exact model but I know it has big orange letters that say 600 B on the side). So here's the trouble. I was running a geforce 550ti 1GB card and I just bought a Geforce 750TI 2GB card (model is ASUS GTX750Ti-OC). When I put the 750ti in and turned it on (yes I plugged in the 6 pin power molex) it just shows the HP splash screen (where the POST screen normally is). It just hung there for about a minute. All the while I was pressing F2 and my delete keys alternatively to boot into my BIOS but it wasn't responding. Nothing. Zilch. After about 2 minutes, the computer made one beep noise and then rebooted. Also, I should mention that only one of the 2 fans on the graphics card was spinning. I can spin the other fan freely so I know nothing is blocking it. Is it possible that I just don't have enough power or a motherboard that can't support this card??
 
750ti's don't use much power at all, some don't even have a power connector and just use PCI-E power. I think it could be a BIOS compatibility issue. But if you happen to have a second Power Supply I would use the paper clip trick(jump the a green and black wire of the ATX connector to allow the power supply to turn on) and power the Video card from the second PSU just to make sure. Another thing is have you checked the BIOS to see if there are any settings that could effect the video card? I know some BIOS's have settings to allow Legacy video cards and might need to be switched to UEFI mode or something along those lines.

@utroz: Thank you for the input, I will be checking that. Please remember that I can't even get into my BIOS with the new card installed. I reinstalled my old 550 TI and I am able to use the computer like normal. My keyboard is on but shows no response at all.
@Paul NZ: I appreciate the response but I put my old card back in and the computer runs just fine. So I believe the hard drive is fine.

Ok so after some checking, i can't find anything on the video card UEFI in the BIOS. I think it's a stock BIOS on the board. Said it was for 2002-2012. I'm gonna check hps website and see if they have an updated BIOS file I can flash the board with
