cpu is overheating can't figure out why

Hi i just recently built a computer and i can't figure out why my cpu is running as hot as it is. I have a liquid cooled system and on boot up i hit temps from 75-85c. Once my OS loads and im on desktop or browsing web it drops to around 51c but i also believe my motherboard is automatically dropping my cpu voltage lower to lower the heat cause my ROG front panel is showing cpu frequency ranging from 1.2ghz to 3.5 not sure hot correct the thing is though.

For my system i have. Asus rampage v edition 10 motherboard, intel i7 6850k cpu, 64G of corsair dominatier series ram. asus gtx 1080 graphics card, and a intel 750 series ssd.

For my watercooling loop i have i have 2 radiators ( ek pe360 with push pull setup, ek pe240 with pull, I have waterblocks on cpu, graphics cards, chipset, both sets of ram, and hard drive, my pump is the duel bay koollance reservoir with duel d5 pumps, all water blocks are ek minus the graphics card which is a bitspower

i can't tell is water is moving though my tubes now but when i was bleeding my system you could tell it was moving water though however i can water moving is both window bays of my reservoir cause i have a little air in the top

The only thing i can think of is i used the Indigo thermal pad that came with the ek waterblock for the cpu and maybe it isn't transfering heat enough casue when i reach into my casue and touch any of the water blocks they are still cool to the touching including cpu when its reading in the 80c range
