Graphics card not running as it once did...

Okay so first off my setup: Graphics card MSI geforce gtx 980 (ocv1)... Processor - intel skylake 6700k... motherboard - MSI z170 a Gaming 3.

Okay so a game for example: when i first had my card i had a pentium g3 blah-blah, any way all games ran fine like, CS:GO all high settings, at 100 fps no problem, but then after a while it started getting worse then it got to the point where i was all low settings at 15 fps. so i thought well maybe the processor game up, so i bought the skylake about 5 months after the pentium. and now i have this new prossesor and the games are running a bit better but still, low and medium at 25 fps and all low at 30. so my point is i need help, yes ive updated my drivers on my graphics card, and processors and stuff, no there's no dust in my system, because its like a few days old since i put in new prossesor. anyway i feel like my system should run this and other games no problem, and also my processor is overclocked to 4.4 GHz (from base: 4 GHz)
 
Solution
Well its a highly noticeable improvement and you can mark this as a solved... It looks the Bios settings on your GPU just screw up. So before gaming you will have from now on to play with this settings. Be considering in a future (1 year or 1 year and half) to be upgrading to other card cause I PERSONALLY DONT LIKE HAVING TO DO THIS KIND OF SOLUTIONS... but since its the only way for now...

Edit: Just for reference:
If you are new to MSI afterburner you can save the profile by clicking on the save disk near the profile selection panel in the main menu of MSI after burner...

Yes i have MSI Afterburner but im not sure how to use it and what should i raise the frequency to?

Upload me your MSI main pannel and ill tell you the exact steps... I have 2 Gtx 1080 so it have a very slight difference between mine and yours...

So first to check if its damaged or not we are going to push it a bit...
Once you finish up gaming for 2 or 3 hours with this config tell me the results

Okay try this:
Core Voltage : +87
Power Limit 120%
Temp limit : 91 °C
Core Clock : +106
Memory Cock : +407
Fan speed : MANUAL 100%
- Do only use this profile while gaming.

Before boost: (average fps) After Boost:
all high settings: 15 fps 54-63 fps
all medium settings: 25 fps 64-76 but lowered to 50 when smoke placed
all low settings 35-40 fps 79-93

resolutions 1920x1280
